An estimated 350,000 people could benefit from the grid connection because of these hydropower plants. A report by the Differ Group in 2012 stated that Indonesia's electricity generation capacities are outdated and insufficient, operating at an average capacity factor of 66 percent. The report also stresses that the country experiences daily blackouts lasting on average for 4 hours a day and claims that more than 86 million Indonesians still lack even the basic access to electricity. Similarly, the World Bank identifies that the provision of reliable electricity in Indonesia as a pressing issue. In a 2011 report it ranked Indonesia as being 161st amongst 183 countries surveyed in terms of ease of getting reliable electricity supply for business.

"This is something which is much needed in Indonesia and which is likely to deliver electricity to some 80,000 homes. This event provides us the opportunity to commit to taking such a program forward in collaboration with one of the world’s leaders in the field," said Suryana Padma, President Director of TIRASA.

The agreement was signed on 21st November by Wybe de Jager and Suryana Padma in the presence of Dutch Prime Minister Mark Rutte and Suryo Sulisto (Chairman of KADIN, Indonesian Chamber of Commerce) and Royal HaskoningDHV Chairman Bertrand van Ee. The signing took place during the Indonesia-Netherlands Business Diner.
