Total 29 provinsi Indonesia telah mengkonfirmasi upah minimum regional baru untuk tahun 2015. Secara keseluruhan (mengecualikan empat provinsi yang tersisa), rata-rata upah minimum Indonesia naik 12,77% pada basis year-on-year (y/y) di tahun 2015. Meskipun kenaikan ini cukup signifikan, kenaikan ini lebih kecil dibandingkan kenaikan upah minimum Indonesia di tahun 2014 (19,10% y/y). Kenaikan upah minimum terbesar terjadi di Provinsi Bangka Belitung (28%), sementara kenaikan upah terendah terjadi di Riau (0,58%).

Per 14 November 2013, 24 Indonesian provinces have confirmed their new provincial minimum wage for the year 2014. As Indonesia numbers 34 provinces in total, 10 more provinces are expected to announce their new minimum wages soon. It is interesting to note that of the 24 provinces that have already published the new minimum wage, 11 provinces have set the minimum wage below the assumed need for decent living in the province, which implies that the minimum wage is not enough to finance a person's minimum monthly basic needs.

The economy of Indonesia continues to be dominated by the island of Java, Indonesia's most populous island with around 130 million people or 60 percent of Indonesia's total population. In the second quarter of 2013, Java contributed 58.15 percent to the nation's total economic growth. Far behind Java are Sumatra (23.90 percent) and Kalimantan (8.73 percent). Within Java, the Greater Jakarta area accounts for 16.50 percent of the country's total economic growth, followed by East Java (15.21 percent) and West Java (14.05 percent).

Indonesia's government will make a new government regulation that foresees the minimum wage increase in all 33 provinces will be kept below 20 percent in 2014. This new rule is directed to labor-intensive industries, including Indonesia's small and medium businesses. The limitation of the regional minimum wage increase to 20 percent is much lower than the demand from Indonesia's labor associations, which requested minimum wage increases up to 50 percent.

A better-than-expected GDP growth figure in the second quarter of 2016 should not be a reason for Indonesia to become complacent. On the contrary, efforts to boost economic growth need to be continued. One of the keys to unlock accelerated economic growth is to optimize spending of government funds at the regional level. Alarmingly, some IDR 214.7 trillion (approx. USD $16.5 billion) of central government funds that are allocated to regional governments in the 2016 state budget are left untouched at bank accounts.
