Indonesia will evaluate its visa-free policy as there are reports that some foreigners abuse this facility by conducting illegal activities in Indonesia, for example by taking up employment without having a work permit, engaging in drug trafficking, or spreading radical ideologies in the Archipelago. Through Presidential Regulation no. 21/2016 on Exemptions of Visit Visa, the government of Indonesia allowed citizens from a total of 169 countries to enter and stay within Indonesia (for a maximum period of 30 days).

It is estimated that about 1.2 million Indonesians experiment with drugs (roughly 0.50 percent of the total population). Nurul Ilmi Idris, Professor at the Hasanuddin University in Makassar (Sulawesi), informed that the number of Indonesian experimental drug users has risen from 850,000 in 2008, to 1.1 million in 2011, and now - in 2016 - stands at 1.2 million. Increasing drug consumption in Indonesia is also reason why Indonesian President Joko Widodo allowed various executions in recent years - including various foreign drug traffickers killed by firing squad.

Just after midnight in the early hours of Friday (29/07) Indonesia executed four people by firing squad - three Nigerians and one Indonesian convicted drug traffickers - on the remote Nusa Kambangan island (part of the province of Central Java). The government gave the green light for these executions, resisting fierce international criticism, as it remains committed to its "war on drugs". However, the fate of ten other inmates who were recently moved to Nusa Kambangan to face their imminent executions remains unknown.

Despite fierce international criticism, Indonesia will go-ahead with the executions of 14 convicted drug traffickers, including 10 foreigners (from Nigeria, Zimbabwe, India and Pakistan). According to local media coffins have already arrived at the Nusa Kambangan prison island (Central Java) where executions usually take place, while the families of those who face imminent executions have already been informed. According to the Central Java Police Department, executions of 13 convicted drug traffickers - through firing squad - are being prepared and should be completed within a couple of weeks. Names and nationalities of the 13 people on death row in Indonesia have not been published yet. Tony Abbott, Prime Minister of Australia, said that a diplomatic fallout may occur between Australia and Indonesia if the latter sticks to its plan to execute two Australian citizens who are on death row in Indonesia on drug charges. Nico Afinta, Head of the Jakarta Police's Narcotics Unit, said the number of drug users in Indonesia is estimated to have grown up to 5 million people. They are particularly centered in Jakarta (where it is estimated that up to 1 million people use illegal drugs) and Bali. Afinta added that the high number of drug users makes Indonesia an attractive market for drug smugglers or traffickers, particularly as law enforcement in Indonesia is generally weak. Convicted Indonesian drug trafficker Merry Utami - who received the death sentence for carrying more than a kilogram of heroin - was moved from a women's prison in Tangerang (Banten province) to Nusa Kambangan Island (an offshore part of Central Java) this weekend. After five foreigners and one Indonesian citizen were executed by firing squad on early Sunday morning (18/01), diplomatic tensions have risen. Despite international appeals from Brazil and the Netherlands, the Indonesian government decided to go-ahead with the execution of six convicted drug traffickers, involving four men (from Brazil, the Netherlands, Malawi and Nigeria), and two women (from Indonesia and Vietnam). Last Thursday night, a Nigerian drug dealer, imprisoned since 2004, was executed by firing squad near Kepulauan Seribu to the north of Jakarta's coast. This execution is the first since the execution of three Islamic radicals (who were involved in the 2002 Bali bombings) in 2008.
