For the cabinet this was a sign that it needs to accelerate economic growth in order to generate enough job and business opportunities as well as healthy and intelligent citizens. This includes the acceleration of the cabinet’s “Eight Government Priority Programs for 2026”. While these programs had been designed prior to the massive demonstrations, the turmoil did make politicians aware that these programs need to be sped up in order to release simmering tensions, and thereby preventing further public outcry.

This was confirmed by Airlangga Hartarto, Indonesian Coordinating Minister for Economic Affairs, who stated that the implementation of the government's flagship programs will continue to be accelerated until the end of the year so that the 5.2 percent year-on-year (y/y) growth target is achieved.



To avoid possible confusion, it is important to emphasize that these 8 government priority programs for 2026 are different from (albeit there is some overlap in terms of ambitions) the comprehensive set of demands known as the "17+8 Demands" that was issued by civil society groups and activists during the protests.

What Are the Eight Government Priority Programs for 2026?

The 8 government priority programs, as outlined by Indonesian President Prabowo Subianto for the 2026 State Budget Draft (or RAPBN), form a comprehensive agenda aimed at strengthening Indonesia's resilience, human capital, and economic growth. They serve specific medium to long term goals. Some of these eight programs have actually already started in 2025.

  • Quality Education
  • Quality Healthcare
  • People's Economy and Village Cooperatives
  • Total Defense
