Several big coal mining companies, listed on the Indonesia Stock Exchange, saw their shares slide drastically on Wednesday (13/09) after Indonesian Energy and Mineral Resources Minister Ignasius Jonan announced to be considering formulating new rules to determine the price of coal for domestic supplies. However, no time-frame was given as Jonan will first listen to input from the mining sector.
Indonesian Energy and Mineral Resources Minister Ignatius Jonan hopes to see oil production at the Banyu Urip Field, part of the Cepu Block in East Java, rise to 300,000 barrels per day (bpd), a development that would also trigger the multiplier effect for the region, he added. The Banyu Urip Field is the key oil field in Indonesia as it accounts for about 25 percent of Indonesia's total crude oil output.
A coalition of civil society groups is ready to challenge Indonesia's new mining rules at the Supreme Court next week, specifically those rules that impact negatively on the longstanding Contracts of Work (Kontrak Karya) as well as the (re-)opening of nickel ore and bauxite exports. Late last week, the Indonesian government announced to ease the controversial ban on exports of mineral ore. The government was immediately criticized for this "flip-flop policy". The move could flood global markets and put pressure on prices.
The government of Indonesia revised rules regarding the ban on unprocessed ore exports. Originally, Southeast Asia's largest economy (a key exporter of natural resources) planned to ban exports of mineral ore per 12 January 2014 in a bid to encourage the development of domestic higher value smelting facilities (part of the New Mining Law that was unveiled in 2009). However, a three-year delay was announced (through a presidential regulation) on the evening before the ban would be imposed as local processing capacity was still insufficient. Now, three years later, there have been more revisions.
The government of Indonesia is confident that the new gross profit sharing mechanism that is set to replace the cost recovery scheme in the oil and gas industry in early 2017 is a fairer system for both the oil & gas contractor and the government. Earlier this month, Indonesia's Energy and Mineral Resources Ministry announced this change in course. However, the new gross profit sharing mechanism in the oil and gas industry will only be applied to new contracts starting from early 2017.
Indonesia is on track to achieve its (revised) oil lifting target in 2016 (referring to crude oil that is ready for sale). Two weeks before the end of 2016, Indonesia produced an average of 821,000 barrels of oil per day (bpd) this year so far, slightly above the target of 820,000 bpd that was set in the Revised 2016 State Budget. Initially, the Indonesian government targeted national oil production at 830,000 bpd. However, earlier this year the target was revised down to 820,000 bpd.
Through Ministerial Regulation No. 74/2015 on Freight Forwarding and Logistics Companies, the Indonesian government will raise the minimum capital requirement for logistics companies and freight forwarders from IDR 200 million (USD $15,384) to IDR 25 billion (USD $1.9 million). The new regulation was recently signed by Indonesian Transportation Minister Ignasius Jonan and is currently at the Law and Human Rights Ministry for further evaluation. However, the new regulation met resistance.
Indonesian Transportation Minister Ignasius Jonan said that the Cilamaya port project in Karawang (West Java) may be tendered this year to the private sector. The central government is currently engaged in the preparation of the terms of reference (TOR) for the project. Through the construction of the Cilamaya port, which will occupy 2,000 hectares of land some 65 kilometers east of Jakarta, the government aims to reduce the country’s logistics costs and ease traffic at the Tanjung Priok port, the largest Indonesian seaport, in Jakarta.
Indonesian authorities said that divers have located the black box recorders of Indonesia AirAsia Flight QZ8501 on Sunday (11/01). Ships involved in the search operation picked up strong ping signals less than 0.6 miles from the location where the tail of the AirAsia aircraft was found. However, divers have not been able yet to collect the black box (which contains crucial flight data) due to the strong undercurrent. Moreover, the black box is stuck under debris at about 30 to 35 meters below sea level.
Although Indonesian rescuers are still searching for the black boxes, casualties and other remains of Indonesia AirAsia Flight QZ8501 that crashed tragically in the Java Sea on 28 December 2014 en route from Surabaya (East Java) to Singapore, some preliminary findings have already been presented to the media. These findings do not involve the accident itself but rather involve massive violations that were exposed as a consequence of the AirAsia tragedy. Apparently, 61 flights (involving five Indonesian airlines) lack the necessary permits.

On Thursday (12/01) the government of Indonesia said it eased regulations concerning the controversial ban on exports of metal ore and concentrates of other minerals. Based on the New Mining Law that was revealed in 2009, Indonesian shipments of mineral ore would be banned starting from January 2014. This policy was designed in order to boost the development of domestic processing facilities (smelters) and become an exporter of value-added mining products (hence becoming less vulnerable to volatile prices of raw materials).
On Friday (14/10) Indonesian President Joko Widodo appointed Ignasius Jonan as Indonesia's new Energy and Mineral Resources Minister. Jonan is the nation's former Transportation Minister who was replaced by Budi Karya Sumadi in a cabinet reshuffle in late July 2016. Meanwhile, the position of Energy and Mineral Resources Minister had been empty (although for the time being filled by Coordinating Minister for Maritime Affairs Luhut Pandjaitan) after the dismissal of Arcandra Tahar in mid-August 2016.
After experiencing a two-month delay due to permitting and concession trouble, the construction of the Jakarta-Bandung fast train should be able to commence soon. Indonesian Transportation Minister Ignasius Jonan confirmed on Wednesday (16/03) that his ministry agreed to grant a 50-year concession period to the Chinese-Indonesian consortium named Kereta Cepat Indonesia Cina (KCIC). The granting of this concession means that KCIC should be able to secure the necessary construction and business permits soon. The USD $5.1 billion Jakarta-Bandung railway (in West Java) is one of the mega-infrastructure projects of Indonesia.
Indonesian drivers of taxis, buses and bajaj (three-wheeled scooters) gathered on Monday (14/03) on several locations - in front of the State Palace, City Hall, and the Ministry of Communication and Information - in Central Jakarta to demonstrate against the presence of online transportation applications such as Uber Taxi, GrabCar and Go-Jek. Protestors claim that these mobile apps are operating illegally in the country (as these services are not regulated by law) and cause a decline in income for long-time established transportation services, including taxi services, bus services and the more traditional transportation services such as bajaj and ojek (motor taxi).

The government of Indonesia decided to relocate the planned Cilamaya deep seaport project in West Java to a different location (possibly Subang or Indramayu) as the initially proposed location is too closely located to an oil and gas block operated by Pertamina Hulu Energi Offshore North West Java, a subsidiary of state-owned energy company Pertamina. Indonesian Vice President Jusuf Kalla said that it would be dangerous to construct the seaport close to this block as there is a high likelihood that ships will hit oil and gas rigs.
