    Three Strategic National Projects of Indonesia to Be Completed in 2019

    The construction of three national strategic projects - worth a combined IDR 70 trillion (approx. USD $5 billion) - is targeted to be completed before the end of 2019. These three projects are: (1) the first phase of Jakarta's mass rapid transit (IDR 16 trillion), (2) the New Yogyakarta International airport (IDR 10.8 trillion), and (3) the Patimban seaport in Subang, West Java (IDR 43.2 trillion).

    Infrastructure Development in Indonesia Update: Toll Roads

    The Indonesian government targets to see 17 toll road projects, all part of the national strategic projects program, being completed before the end of 2019. Two of these projects - (1) the 7.2 km-long Bekasi-Cawang-Kampung Melayu toll road and (2) the 11 km-long Bogor Ring Road - are estimated to be ready for the public before the end of 2018. Combined, the 17 toll road projects cost IDR 105.35 trillion (approx. USD $7.6 billion) and will contribute to improved connectivity in Southeast Asia's largest economy.

    Infrastructure Update Indonesia: 14 National Strategic Projects Removed

    The Committee for the Acceleration of Priority Infrastructure Delivery (in Indonesian: Komisi Penyediaan Percepatan Infrastruktur Prioritas, or KPPIP), said 14 projects have been removed from the national strategic projects list. KPPIP Program Director Rainier Haryanto said an evaluation showed that these 14 projects failed to meet specific criteria and can therefore not be started - or reach financial close - before the fourth quarter of 2019.

    National Strategic Projects Indonesia: Land Acquisition & Funds

    Indonesian contractors involved in the development of infrastructure projects that have been declared 'national strategic projects' still see difficulty in realization of these projects despite the implementation of Presidential Instruction No. 1/2016 on the Acceleration of the Implementation of National Strategic Projects, signed on 8 January 2016 by Indonesian President Joko Widodo. This presidential instruction orders all relevant ministries and institutions to support the acceleration of the country's national strategic projects. By 2019 these projects - 225 in total - have to be completed.

    Recently, the Indonesian Government issued Government Regulation number 54 of 2016 (Regulation) which is the third amendment of Government Regulation number 29 of 2000 on Construction Service. The Regulation amends the procedures regarding national strategic projects, aiming to expedite the realization of these projects. In this column, we discuss the amendments made by the new Regulation which relate to the direct appointment of Regional-Government Owned Companies (Badan Usaha Milik Daerah - "BUMD") by the regional government.
